This is Beatrix Brehme, the creepy Stasi lady from the light novel series and later anime and visual novel Schwarzesmarken, which is part of the Muv-Luv universe.
Use about 0.7 weight (less depending on which other loras you combine her with). Trained on the Anylora model.
Most of the images she was trained on have her in her fortified suit, she will probably wear it if you specify nothing else. If in doubt, add "fortified suit" to the prompt (or add it to the negative prompt if it keeps on bleeding into other outfits).
