Recommended to be made, I don't follow One Piece but I find her cute so I made it either way.
Use opsugar to summon her, use short hair, blue eyes, green hair to form her head, use crown, animal hood, red cape, bear ears, eyepatch, monocle, hood, cape, dress, polka dot dress, sandals to summon her default attire.
Need for room for a fix, some aspect is hard to render such as her monocle.
